COLORADO: Attention Colorado Retailers: Funding assistance is still available in the state of Colorado to add ethanol fueling infrastructure. FLORIDA: The Florida Energy Climate Commission has a grant solicitation program for ethanol blended infrastructure. This program will increase the availability of E85 and B20 biofuels to consumers at retail stations throughout Florida by providing grants to fuel station owners to install E85 or B20 tanks and pumps at their facilities. There are over 500,000 Flex Fuel vehicles traveling on Florida roadways with very limited access to E85 fuel. One of the major challenges for station owners in the installation of alternative fuel tanks and pumps is the large up-front cost and limited access to capital due to current credit market conditions. This program will alleviate that hurdle by assisting owners with the cost of installation of these alternative fuel tanks and pumps by providing grants. This program compliments the emphasis provided to alternative fuel production facilities by the State of Florida in current law and previous appropriations. INDIANA: E85 Fuel Retailer Tax Credit: An E85 retailer may deduct $0.18 from the required state gross retail tax for every gallon of E85 sold before July 1, 2020. Reimbursement is contingent upon available funding from the Retail Merchant E85 Deduction Reimbursement Fund, which the Indiana State Budget Agency maintains. On July 1, of each year, the Indiana Corn Marketing Council will ensure that the Fund totals at least $500,000. As necessary, the Council will transfer the difference into the Fund. INDIANA: The Flex Fuel Pump Program offers fuel retailers grants up to 50 percent or $20,000 (whichever is less) toward the purchase of a flex fuel pump, hardware and storage tank or the conversion of an existing pump to a blender pump. The program is open to both new and existing stations in Indiana. Currently, fuel dispenser manufacturer Dresser Wayne and OES, a Gilbarco supplier for Indiana and Kentucky, are also working with ICMC to support the program through equipment discounts to fuel retailers that qualify for the grants. For more information on the Flex Fuel Pump Program, call 317-644-0980 or e-mail .(JavaScript must be enabled to view this email address). IOWA: The Renewable Fuel Infrastructure Program provides financial assistance to E85 and biodiesel retailers. Cost-share grants are available for up to 70 percent of the total cost of the project, or $50,000, whichever is less, to upgrade or install new E85 or biodiesel infrastructure. Applicants may also qualify for supplemental incentives for up to 75 percent of the cost of making the improvement, or $30,000, whichever is less, to upgrade or replace an E85 fueling dispenser that has not been approved by an independent testing laboratory. The supplemental incentive is available only to applicants who made the improvement no later than 60 days after the date of the publication in the Iowa administrative bulletin of the state fire marshal's order providing that a commercially available fueling dispenser is listed as compatible for use with E85 by an independent testing laboratory. Biodiesel distributors may apply for a cost-share grant for infrastructure upgrades and installations at biodiesel terminal facilities. Facilities blending or dispensing blends ranging from B2 to B98 are eligible for up to 50 percent of the total project, or $50,000, whichever is less. Facilities blending or dispensing B99 or B100 are eligible for up to 50 percent of the total project, or $100,000, whichever is less. The Renewable Fuels Infrastructure Board was established under the guidance of the Iowa Department of Economic Development; this 11-member board has authority to determine the eligibility of applicants. NORTHWEST IOWA: Little Sioux Corn Processors LSPC will provide $15,000 per blender pump installation for a total of 10 blender pumps in counties in the northwest corner of the state (Buena Vista, Cherokee, Clay, Dickinson, Ida, Lyon, O’Brien, Osceola, Plymouth, Sac, Sioux, and Woodbury).The LSCP board of directors is making $150,000 available to retailers to offset the cost of blender pump installations. Submit an approved state or federal grant application and proof of completed blender pump installation to Gary Grotjohn at Little Sioux Corn Processors. Applications are subject to approval by the LSCP Board of Directors. LSCP is a 108 million gallon ethanol refinery located in Marcus, Iowa. KANSAS: The State of Kansas also has an Alternative Infrastructure Tax Credit available for retailers. Tax credits are available for alternative fueling stations who have been placed in service after Jan 1, 2009. An amount up to 40 percent but not to exceed $100,000 will be available for each fueling station. This fund is being administered by the Kansas Department of Revenue. MICHIGAN: The Clean Energy Coalition is offering reimbursements of up to $5,000 for the installation or conversion of fueling pumps to dispense ethanol-blended fuels. The goal of the Michigan Blender Pump Incentive Project is to increase blended ethanol infrastructure along major highway corridors and in urban areas in Michigan at publically accessible retail locations. Made possible by a grant from the Corn Marketing Program of Michigan, selected stations should provide blended ethanol continuously for at least three years, prominently display price signs for ethanol on-site, and competitively price blended ethanol - barring large market fluctuations - with regular gasoline. MINNESOTA: The Minnesota Clean Air Choice Team is offering reimbursements of up to $15,000 for the installation or conversion of equipment to dispense high blend ethanol fuels. The program is made possible by funding through the Minnesota Office of Energy Security and a grant from the U.S. Department of Energy. MISSOURI: Attention Missouri retailers: Growth Energy and MO Corn Growers are providing financial assistance to Missouri retailers who install blender pump infrastructure. A direct grant of $10,000 to any Missouri station that adds a blender pump with mid-level blends to their retail facility. Growth Energy provides $5,000 and MO Corn provides $5,000. An income tax credit is also available for the cost of constructing a qualified alternative fueling station in Missouri. The tax credit may not exceed 20 percentof the costs directly associated with the purchase and installation of any alternative fuel storage and dispensing equipment or $20,000, whichever is less. NEBRASKA: The Nebraska Corn Board is offering funds to encourage retailers to install Flex Fuel pump infrastructure. The grant incentives are up to $5,000 for all retailers who meet specified criteria. The application can be found at the Nebraska Corn website and may be faxed, mailed or emailed in. NEW YORK: Alternative Fuel Vehicle (AFV) and Fueling Infrastructure Technical Assistance: The New York State Energy Research and Development Authority's (NYSERDA) Flexible Technical (Flex-Tech) Assistance Program provides assistance to public and private fleet managers who want to evaluate the feasibility and cost of adding AFVs and fueling facilities to their operations. NORTH DAKOTA: The North Dakota Dept. of Commerce is offering funds to help defray the cost of blender pumps at retail locations. Grants of $5,000 per pump, $40,000 per retail location are available on a first come, first served basis. Applications are being accepted through May 1, 2011. WISCONSIN: Renewable Fuel Infrastructure Tax Credit is a tax credit is available for 25 percent of the cost to install or retrofit fueling stations in Wisconsin that dispense motor vehicle fuel blends of at least 85 percent ethanol or at least 20 percentbiodiesel fuel, or that mix fuels from separate storage tanks and allow the user to select the percentage of renewable fuel. The maximum credit amount is $5,000 per taxable year for each fueling station that has installed or retrofitted a pump. The credit must be claimed within four years of the tax return. The credit expires December 31, 2017.
